The Union Cabinet, led by Prime Minister Shri Narendra Modi, has approved the “One Nation One Subscription” (ONOS) program, a groundbreaking initiative to make scholarly research articles and journals more accessible nationwide. This program aims to provide seamless access to academic resources for government-run higher education institutions and research laboratories through a user-friendly, fully digital platform.
To implement the scheme, the government has allocated a significant budget of ₹6,000 crore for the years 2025–2027. The initiative will be managed by the Information and Library Network (INFLIBNET), a key part of the University Grants Commission (UGC). Over 6,300 institutions are expected to benefit from ONOS, potentially reaching 1.8 crore students, faculty members, and researchers across India.
A primary objective of ONOS is to bridge the gap in access to scholarly journals, particularly in tier-2 and tier-3 cities, fostering research and innovation across diverse fields. This initiative aligns with the goals of Viksit Bharat @ 2047, the National Education Policy 2020, and the Anusandhan National Research Foundation (ANRF). By democratizing access to academic knowledge, the government aims to strengthen research capabilities in India’s educational and research ecosystem.
A centralized digital portal will enable institutions to access these resources seamlessly. To monitor the program’s impact, the ANRF will conduct regular reviews of resource usage and publications resulting from the initiative. Additionally, the Department of Higher Education, in collaboration with other ministries, will launch awareness campaigns to ensure students, educators, and researchers are well-informed about the program. State governments will also be engaged to promote its adoption in local institutions, further maximizing its reach and benefits.
This visionary initiative is poised to transform India’s research landscape by fostering a culture of innovation and scholarship, empowering the nation’s educational and research institutions to make significant contributions to global knowledge.
